In 2016, after establishing the City's first problem inventory, Philadelphia's Chief Information Officer wanted to find a way to better leverage underutilized assets in the city, including 25 cell towers and fiber connections that were sitting idle.

At the same time, like many other cities, the City saw a need to better coordinate Internet of Things (IoT) technology that was already in use by several departments.
